Most of our food safety clients arrive the same way. They have halal certification, they are supplying locally, and then a supermarket chain, a corporate buyer or an export customer asks for something more. That request is usually MeSTI, GMP or HACCP.
Certification changes five things: customer trust, eligibility against corporate customer requirements, export market readiness, actual food safety risk, and how the brand reads to a buyer who has other options.

Where it applies
Across food processing, beverages, seafood, meat products, fruit and vegetables, dried and processed products, frozen products and food supplements. If it is made, packed or handled for human consumption, one of these four schemes covers it.
The four phases
The same structure carries a MeSTI project and a full GMP with HACCP project. Only the depth of each phase changes.

Analysis
Gap analysis of the premises and facility layout, equipment suitability, process flow and operational control, and any SOPs and records already in place. Where HACCP is in scope, this phase also covers food safety risk.

System development
The manual and SOPs, covering personnel, premises and environment, equipment, process control, documentation and records, plus work instructions and forms. For HACCP, the full plan is built here: hazard analysis, CCP determination, critical limits, monitoring, corrective actions and process flowcharts.

Documentation
Prerequisite programmes issued and put into use: cleaning and sanitation, pest control, preventive maintenance, personal hygiene, supplier control, and the documentation system with its record templates.

Implementation and training
On site implementation guidance, the record keeping system set up and running, monitoring and continuous improvement, and one full internal audit session before the certification audit.

Common questions
Yes, for the first assessment, subject to location and the scale of the premises. It is how we and you both find out whether a project is worth starting. You are under no obligation to proceed afterwards.
For most Malaysian SME food manufacturers, MeSTI first. It is the Ministry of Health scheme, it is achievable, and it satisfies a lot of corporate and supermarket requirements. GMP and HACCP follow, and FSSC 22000 when an export or multinational customer asks for it.
It depends on the state of the premises at the analysis phase and how quickly corrective work gets done. The gap assessment is where we give you a realistic timeline, because a premises needing layout changes is a different project from one needing documentation only.
For Johor entrepreneurs, often yes. State and SME grants cover certification preparation, documentation system upgrades, premises improvement and equipment. We advise on eligibility and the application as part of our grant advisory work.
